A4 & A3 Location & Year?

Picked up this picture (postcard size) at the weekend, no clue to date, location or photographer on the front or rear of the image.
Can anyone perhaps provide details please?

Looks like St.Margarets, Edinburgh coaling stage. 60010 was transferred from New England to Ferryhill in 1963 and scrapped in 1965 so likely between these two dates.
