Can anyone confirm if it is pulling or shoving this freight train?

Re: 69999 LNER Garratt
Adding a bit more to what Bill B. has said, conversion to coal firing took place in 1952 according to Eddie Johnson (Woodhead Part 1 - Foxline). Some kind of test working took place between Dewsnap sidings to Crowden and back again, hauling a wagon load of around 600 tons. Two pictures appear in the book dated 12th April 1954. There may have been more than one test however seeing as the wagons are different in each shot, as are the headlamps. Indeed, the wagons are different again in the opening photo on this site.
