I've been told that parts of the long closed M&GN have never been decommissioned, which would mean effectively they are still railway. Can anybody offer an insight into this, and if it is true, which parts?

Beg to differ. Holt to Sheringham was "de-commissioned" (to use the OP's word) and has since been "re-commissioned". So the word "never" does not apply.
