The latter of these two by defining a performance standard for permitted variance from schedule time, based on statistically validated measurements to deliver process control. We'll know we have arrived at this desireable state when our TOC's are able to publish control charts showing conformance. (Peals of hysterical laughter, not likely to be seen in my lifetime...)
