Hull Dairycoates Shed 1913 - What's the event?

This photo was recently posted on an Old Hull site. It's been described as Hull Dairycoates shed in 1913. Has anyone any ideas what might have prompted the engine decorations? I think there was a Royal visit to Hull in 1913. Could it be related to that?

Great photo too - is the unmarked one a Hull and Barnsley loco? As well as not being tarted up, doesn't look like an NER type

A well known NERly publicity photo, and by all acounts specialy posed one Sunday morning. The "Foriegn" engine is LNWR. To left of picture is the old coaling stage, and soon to be replaced. Nothing to do with the opening of King George Dock, that was a year later, in June 1914.

It's odd that there's not a wisp of steam or smoke anywhere. These days you'd say Photoshop, but you could 'dodge' negatives in film photography.

I've been looking at that loco since yesterday thinking that it had a L.N.W.R. front end and it also looks like it has a Belpaire firebox as well?.

This photo is in Ken Hoole's book "Railway History In Pictures - North East England" and he says "The largest NER shed was Hull Dairycoates, with an allocation of 150 engines. Until extensions were completed in 1916 many of the engines had to stand outside, as shown in this 1913 photograph. A sole Lancashire & Yorkshire visitor can be seen on the left."

There is a very similar photo in Willie Yeadon's book More... Railways of Hull.

The foreign loco is identified as an L&Y 0-8-0; looks like an S2/B15 alongside it.

The L&Y identification would be correct. Crewe didn't start rebuilding their 0-8-0s with belpair boilers till after the grouping.

There in a second 'un bulled' loco. The third loco in the fourth row from the right. It is fairly well hidden, which makes me think this is a specially doctored photo rather than the product of lots of overtime for the cleaners.
