looks to me very much like about 3/4-mile north of Potters Bar on an Up train : the bridge in the background looks to be that known to staff as 'Hawkshead bridge', and the old obelisk to mark the London incoming-coal levy point (I think it was), was(/is?) up on the right cutting top somewhere (could be out of shot, to the right).
I'm thinking that

could be somewhere at Waverley, based only on the type of power-operated ground signal of which the back of one is included.
