Just another thought....if the actual cost was £10 billion, how many of the missing Big 4 steam classes and missing BR diesels could that rebuild?

With economies of scale I reckon we could get the cost well below £1 million per steam loco. In which case we could probably build a replica of every LNER and BR(E) steam loco constructed since the grouping.
