Where there any classes of 0-6-0 tender engine that were painted LNER apple green during the inter-war years?

Off the top of my head, no. Unless it was in the wilds of Scotland, which is a bit of an undiscovered country for me.

the J21s look absolutely wonderful in NER livery, looking at some of the models I've seen...

IIRC the NER went to black lined red for goods engines around the time of WWI, so you can't really even justify a late survivor in pregrouping livery.
As you say, a shame.
