Can anyone help to identify the gleaming locomotive here and even, if at all possible, the location? The photo has come to light on Tyneside, but of course that doesn't mean that it has to be NER or, conversely, that it can't be anywhere else. There is an oval numberplate on the cabside, but even on the print the numberplate details, and any company markings on the tender, are quite impossible to make out.
There have been similar pictures on here so I'll look through older posts, but meantime all advice will be much appreciated.

The tender has the style of NER but I have never seen one with this front end design of the side sheets . All the one I have seen are flush for the whole length.
The cab has the look of Tennant designs .

I thought it had a Stirling look about it, apart from the dome. Nothing in my H & B book matches.

Looks more to me like a NBR loco. Maybe a Wheatley design.

Does the style of Token and pouch give a clue?
Is the loco Air braked it looks like it? Would this narrow down the possibles?

Yes an NB N or D35 (West Highland Bogie), checks out in the "Greeny".

Excellent work - thanks very much. The colleague who discovered the picture will hopefully be mightily impressed tomorrow that the loco's type has been recognised so speedily.
