Easy its a ballast regulator. it has a big sweeping brush at the front to brush away excess ballast and store it in the hopper.

Brilliant. Thanks for that. Just for the record the shot was taken near Milton, North of Cambridge so it's probably on it's way to the Chesterton Junction Permanent Way Depot. Alan
