Seems an odd test bed loco. It is either in excellent condition, or they'd be better off building a new loco!
Most static locos here in the US are in an awful condition - left to rust until they become "asbestos hazards" and then scrapped.

There's a lot that can be done to make a steam engine more efficient. Chapelon had the right idea and there were a range of later enhancements (LD Porter, David Wardale, et al). A modern steam engine should be much more efficient. You could even replace the Caprotti valve gear with computer controlled poppet valves (cf. modern internal combustion engines).

As for "bio coal", isn't all coal "bio"? Or do they mean recently-grown stuff? Like the wood burners of old!? I suspect they mean charcoal.
