Mainline Steam: Wheel Diametre and Speed Limits

Okay, because I've been slightly confused regarding this, I have to ask...

What ARE the actual regulations regarding this? The best I can come up with from numerous sources is basically this:

<5ft max 35mph
5ft - 5ft 7in max 50mph
5ft 8in - 6ft 1in max 60mph
6ft 2in and higher max 75mph

I know there are some locomotives with special dispensation, an 8F somewhere is allowed to run at more than 35mph I'm sure; but am I even close to correct?

Ay up!

48151 has a star painted on the cabside, denoting that she has been rebalnced to run at approx 45mph. Such mods happened during BR days.

When similar balancing was applied to the WD 2-8-0s, they also ran smoothly. Only 1 BR loco was ever treated thus but the survivor on the Worth Valley was similarly balanced by the Swedes.
