What would you like to see returned to our rail network if all the H&S didn't apply?
Me, personally;
Loco hauled trains none of this DMU/EMU/DEMU rubbish.
Corridor Stock, on long journeys.
Why: Much more private, it's your own personal space while traveling.
Ticket Gates at platform ends.
Why: Will help to stop fare dodgers.
Advertising. (I know it hasn't disappeared but it is boring )
Cheap fares.
Why: Cheap fares = more passengers = more money for the company = more money to put back into the company = fares can stay low = more passenger etc.....
Companies that own track, stock and buildings.
Well thats my little contribution.

Why do you presume that multiple unit trains are anything to do with H&S (if by that you mean Health & Safety)?
And isn't there a potential mismatch between your nostalgia (which, incidentally, I share) for "your own personal space [in a compartment] while travelling" and desire to see "more passengers"? Does every passenger get a compartment each?
