I recognised Northern Outfall as a possible Manning & Wardle so researched it further results below;
Manning & Wardle old class I locomotive order No 710, loco No 44 despatched ex works to G. Furness, Plaistow Marshes 17 March 1862. Incidentally she had a sister Southern Outfall order No 920 loco No 65 despatched ex works to W.Webster, Plumstead 26 January 1863.
Engine No 1045 of same class preserved at Penarol shed, Montevideo, Uruguay. Despatched ex works 12 December 1887 became North East of Uruguay Railway No1.
There is also an LNER link to the above loco as another sister worked for an LNER constituent
