Railtrack didn't have a contract to transport mail (or to operate trains of any description). That would have been one of the TOCs - RES, perhaps?
So - did anyone dare tell Stephenson, "It's not Rocket science"?

The Royal Mail contract was with REs who were sold to EWS And the puncuality penalty was high and the tartget was high. Wonder what they are targetting on rail and road now?

No Micky, these fines were not the schedule 8 ones between the operator and NR (Railtrack), these were the commercial ones between the Royal Mail and RES, which were far more punitive.
