What does you Scout District Commisioner do when he isn't....he's a steward for the Railway Touring Company, and can usually be found on the Scarborough Spa Express'

You can meet all kinds of people doing this, and he is the lucky one with Scarborough's Mayor and Town Cryer, pushing one Messer Pegler.
