I was in Bialystok a couple of years ago, very busy railway station, so it could have been a lot worse.

The role of the clown here seems to be played by PC Plod looking for work in the face of public expenditure cuts, declaring the merest derailment a "scene of crime" and getting in the way of the professionals who know how to investigate what happened and clear up without destroying evidence.
