If you mean the forum at http://www.freewebs.com/lmsforum/ then I can only get a 'Page not found error'.
The Wayback Machine got a similar result on 18th January 2016, but got a snapshot of the site on 23rd May 2013, accessible at https://web.archive.org/web/20130523072 ... /lmsforum/. That may be your best bet for accessing content that was available at that date, but I fear the LMS forum has now turned up its toes. A pity.

I use http://lmsforum.forumup.co.uk/ and at the moment this and other forums on that server are timing out as too slow responding. This suggests a general server fault and nothing specific to the LMS forum.
I guess somebody will get round to re-booting the server in due course which is probably all that is needed.

I did try to sign up on the LMS forum about 2 years ago but I didn't have much luck (my 3 different ussernames were all rejected 3 days in a row?) although there did appear to be some activity on the forum at that time all be it very very slowly. One of the regular forums member made me smile with his posted comment on being asked by another forum member why it took months to get a question answered on the forum to which the 'die hard LMS man' posted words to the effect that read-
I like to think that here on the LMS forum we like to take our time to consider a question before rushing into posting a quick reply to a question like they do on some other railway forums.

I also tried to join the LMS forum a couple of times some years ago but the system defeated me. I seem to remember having to contact someone to get entry but got no response after several emails.
