Will it rain today - a scientific approach
This website is quite accurate when it comes to saying whether you're likely to get a soaking, although it runs 30 minutes behind the current time:

If the weather come from the west it will rain.
If it is windy then goes cold in winter, then warms up it will snow.
Failing that always take your rain mac with you .

Not bad, but the best way in my experience is to go on a sailing holiday. It might have been blue skies for weeks, but as soon as Yours Truly arrives with telescope and book of knots, it rains. And rains...
