If I was the CID I would put 2 and 2 together and realise that the hacking must have been authorised by somebody high up. Maybe even Murdoch himself?

Murdoch seems like a wily old campaigner to me.
I'm not sure he would be stupid enough to actually authorise tactics such as that.
He might have said "do whatever it takes, but I will deny ever saying anything" and then turn a blind eye.

Don't forget that this story (and the expenses scandal story) were uncovered by traditional journalism by newspapers. Not all newspapers are tabloid gutter press.
After saying that, I think the world would be a better place without any of Murdoch's "news" outlets.

The end of the News of the World has had some reporting over here, but I don't think noises in Washington amount to much - or not yet. Congress are currently busy behaving like spoilt children over something unrelated. Besides, Murdoch's empire includes Fox News which has much more of a partisan political hook in things here than anything in the UK. On the political spectrum, Fox is "somewhere to the right of Genghis Khan" to quote one of Mrs Thatcher's critics.
There was some fuss when he bought the Washington Post. Otherwise there's a very cosy relationship between the press and politicians. Remember politicians here are always campaigning for something - so they're always in a beauty contest. Then again, Irving just had a very ugly mayorial election. There was nothing beautiful about it at all!
(in the names of balance, Murdoch does own non-news companies such as 20th Century Fox and Houghton Mifflin - they both produce (or are capable of producing) better quality stuff)
