Ely Dock Junction: doubling to Soham 1946

I have read elswhere that LNER proposed in mid 1946, to double the track between Ely and Soham at a estimated cost of £1.2m(!) Obviously nationalisation intervened and it has never happened. Does anyone know in a bit more detail anything about this scheme?
