According to my source on the renumbering 3100 to 24 were previously 7651 to 75

Quite possible, original locos in that sequence were ex GER F4s. Im not sure of the withdrawl dates for these locos. The LNER would have allocated the new builds the next available numbers and this sequence was probably the one deemed most suitable. These numbers would be carried until the 1946 renumbering scheme was implemented.

In fact I am no sure but did the first few have an even earlier number in the 76xx series.
You are quite right that the LNER's first 8Fs were numbered in the 76XX series viz 7651-75. This was in 1944 (ie before the 1946 renumbering) and, just to further complicate matters, they were built at Brighton! They then became 3100-24, when they were joined by 3125-47 from Darlington and 3148-67 from Doncaster, all in 1945-6. They were renumbered again in 1947 to 3500-67, when the LNER bought 200 WDs from, well, the WD and numbered them 3000-3199. But, also in 1947, the O6s were loaned to the LMS, who duly numbered them 8705-72, only for them to be renumbered yet again, of course, in 1948.
A slight complication concerns 3154/3554. Somehow it got missed out and only transferred in 1948, becoming 48759.
