This picture has been bugging me for a few weeks as it doesn't look right for Cambridge. The signal box also seems to be wrong.

It is obviously somewhere major and my thought is Norwich. The box would be Passenger Yard and we would be looking south/south east. I don't have any pictures of Norwich in the early to mid 1930's to prove it or otherwise, as there seems to have been alterations later on, but that water tower would be fairly distinctive in any picture.

The shed for 8820 might help a bit?

This doesn't look like anything that was ever at Norwich, and quite a lot like what was once at Peterborough North.

I believe the location for the Sentinel Class Y3 shunter, No. 78, is at Peterborough North station, standing on the UP main line outside the Civil Engineers Yard along side Peterborough North Signal box. The main clues are the signal box itself, the water tower, water crane, cross-over, point rodding installations and overhead line poles.
Yeadon quotes No. 78 as being allocated in the Cambridge District for much of the 1930's and it is probably standing in for the regular Y3 allocated to New England for use at Peterborough Civil Engineer's Yard at that time while the latter is away at the Works for attention.
The GER 4-4-0 is standing at the usual location of the later New England Mainline Standing Pilot loco's, mainly V2's, being close to the turntable in the area behind the signal box, near the Engineer's Yard. In their final years some V2 loco's were specially fitted with Kylchap double chimneys for this duty to assist in keeping time with the accelerated GN line timetables following Dieselisation; these modified V2 locos proved to be excellent machines. A great pity the whole class hadn't been converted earlier in their lives!
