As a New Comer, I fail to see anything listed that beats the original names.
It would b e a new build so why not 2001 although my preference would be for 2006 'Wolf of Badenoch'
or Mons Meg as an existing Scottish Monument
As for style I don't care as long as it looks and sounds like a P2 in LNER Green

Presumably everything in England North of the Humber and the Wirral, save for Cumbria which would be still under the (fairly loose) control of the King of Scotland . Would everything in the South West then be part of a "Wessex" too(Edward's Earldom?), leaving vast areas of completely unrelated needs and interests across the bulk of England under the control of a (probably inept and Brum-based) Mercian regional government? I don't fancy that for my part of the world. Perhaps putting a huge slice of Eastern England into a Danelaw region, run in sections from York, Lincoln and (oddly) Stamford, would be a better idea, but not of course with any actual Danish involvement these days.
