Have you tried GIMP or paint.net? Theyre both free and although, but I've not used them myself, I've heard many good things about them. From what I gather, paint.net is a simpler easy to use programme whilst GIMP offers very high levels of capability, similar to those of photoshop but is also much more complicated.

I have gimp, but it is very difficult to use.

If I understand their blurb correctly, both GIMP and Paint.net are bitmap processors and aren't the right tools for technical or technically oriented drawings. You really do need vector graphics. Wikipedia carries a summary of vector graphics editors:

I like it :) but, there are a few changes I would make:

For the scale of the loco, the chimney is too big overall and too tall.
The handrail should extend into the black portion of the smokebox.
The valances need to have clear panel lines/gaps.
The smokebox casing hangs too far over the leading bogies too.
Provision needs to be made in the casing and centre of the valances for access hatches
Personally, I would streamline the tender too.

The chimney of the 455A is a quadruple Lempor, which takes up more space than a twin Kylchap. The chimney cowling is the same length as the exposed chimney of the 455A and extends to the top of the loading gauge like the cab roof. I have raised the top line of the streamlined casing behind the chimney to reduce the contrast in height.

I have arranged the front of the streamlined casing to be flush with the front edge of the buffer beam.

These I'll see to as well.
