I think it was Richard Hardy that mentioned this in one of the monthlies a few years ago.

Eric Bannister in his book 'Trained by Sir Nigel Gresley' (Dalesman 1984) describes how he rode under the tender of a pacific over Scrooby troughs to find out how water was finding its way into the leading axleboxes of the tender. He describes the experience as "hair raising".

Hooboy!!! Those last two events would've been right up there with train-surfing in the 'silly human tricks' category. Oh, if only You Tube had come along in those days.

It is protection for the couple of technicians that would be doing some sort of testing probably on cylinder steam pressures

I think you might be referring to Bill Harvey's idea to have a close up look at why a Norwich B1 was so rough riding. Mr Harvey was then Shedmaster at Norwich and it was all going ahead until Colin Morris, who was Bill's boss, got to hear about it. He turned up and stopped it happening. He was also so angry that he sent the shedmaster home. That's what Richard Hardy told me a few months ago.
A topper is proper if the train's a non-stopper!
