Hi Manna,

Yes, Mallard was painted black in both June 1942, and again in October 1943.
Then garter blue in March 1948, and BR blue in September 1949.
Sorry, I have no information on the tender lettering.
However your surmise that 'British Railways' in full was used on the tender is reasonable. I have a photo of 60033 in that colour and lettering, and with red wheels.

Incidentally, only 60024, 60027, 60028 and 60029 carried the purple blue, painted June July 1948, and then for 2 years or less.

At Mallard's last painting it carried silver BRITISH RAILWAYS on the tender, a chrome 22 with a silver painted small 'E' over the 22. In this guise it was photographed quite a bit during the Exchanges.
