Water scoop operating mechanism for 8 wheel tender

This question relates to the 8-wheel tenders which were built in the 1930s.

RM Web has a link to photographs of the tender with Dwight D Eisenhower, some of those photos show parts of the operating mechanism for the water scoop, see:-

One of the photographs shows what looks like a "clock spring"... which I think is some form of mechanical assistance for raising / lowering of the scoop. There is not sufficient detail in the photographs to indicate how the spring fits into the operating mechanism.

Can anyone explain the arrangement which is shown in the picture?
